On the 20 of May 2009 the Student Parliament passed new rules for the student activities.

 

Rules for student activities that are or wants to become a member of the Studentorganisasjonen i Agder

§ 1 The purpose of the Student Activity

Studentorganisasjonen i Agder (STA) wish to have a vibrant and active student social setting with participation among all students. The idea behind student activities is to create a social setting, continuity and cooperation across the different years, studies and faculties at the University of Agder.

§ 2 Membership

The student activities are a part of Studentorganisasjonen i Agder and is submitted to STA`s rules and regulations.

The student activities are allowed to have parent companies. The parent company must be informed of the fact that it not in any way can overrule the STA – member or STA as an organization.

§ 2.1 New memberships

New student activities are able to apply for membership of the Studentorganisasjonen i Agder. To become a member of STA it is important that similar activities are not present or can be offered by others.

§ 2.2 Application

The deadline for handing in the application for new membership is 3 weeks before the subsequent meeting at the Student Parliament (SP).

The application must contain: the reason for applying, regulations, a list with all members, and a list with all board members. The list with all members must contain name, telephone number, e –mail, year and study of all the members. Before handing in the application the student activity must have summoned and held an open meeting for establishment. The open meeting is to be held at the campus where the student activity is established.

§ 2.3 Members

To apply for membership of STA the student activity must consist of a minimum of 15 semester registered members, where three or more constitutes the board.

A student activity must be open to all semester registered students.

§ 2.4 Study program activities

Specific study program activities must be open to all the students at the study in question. Open meetings summoned by the study program activity is allowed to limit the right to vote to just semester registered students at the study program in question.

§ 2.5 Considerment in the Student Parliament

The Student Parliament (SP) looks at and will possibly approve applications for new membership. In addition to this they can make exceptions from the above mentioned articles when they see it appropriate.

Student activities that apply for membership in STA must hold a 5 minutes speech to SP where they state the reasons for wanting a membership of STA. Thereafter SP are allowed to ask questions before the STA-board will present its preposition. If the student activity abstains from holding a speech, the application will not be treated by SP.


§ 3 Rights


§ 3.1 Means from the Student Union

Student activities that are members of STA have the right to apply for means from Velferdstinget i Agder (VT), as described in VT`s own guidelines.

§ 3.2 The right to make a statement

The student activity has the right to make a statement to the Student Parliament, Velferdstinget i Agder and Fellesrådsmøtet in matters that concerns them.


§ 4 Loan of equipment and rooms


§ 4.1 Rooms

The student activity has the possibility to lend office space, premises and rooms at the university as long as it is possible and in accordance with the existing house rules. STA, in cooperation with the house boards, is responsible for the distribution of office space and available rooms.

§ 4.2 Equipment

The student activity has the opportunity to lend a car, a telephone, a copy machine and available equipment as long as it is possible and in accordance with the regulations for the equipment.


§ 5 Obligations


§ 5.1 Organizational bank account

The student activity is obligated to have an organizational bank account which is independent from possible parent companies or other organizations.

§ 5.2 Regulations

The student activity is obligated to have its own regulations. STA must have the updated regulations at any time. New suggestions to the regulations must be approved by STA before being treated by the student activity.

§ 5.3 Activity report

The student activity is obligated to hand in an activity report to STA with a deadline of 1 of Mai and 1 of November. The activity report must be handed in on a standard form.

§ 5.4 Compulsory attendance

The student activity is obligated to attend meetings summoned by STA.

§ 5.5 Continuity of members

The student activity is obligated to obtain a continuity of members.

§ 5.6. Gatherings

The student activity is obligated to have two or more gatherings per semester. The Student activity is obligated to hand in a plan over gatherings to STA by the beginning of each semester.

§ 5.7 Information

The student activity is obligated to make sure that STA at any time has the updated contact information to the board of the student activity.

The student activity is obligated to be updated on any information from STA.

§ 5.8 STATUS

The student activity is obligated to contribute with information to the magazine STATUS in accordance with what the STATUS – staff asks for.

 

§ 6 Breech of the rules


§ 6.1 General

A breech of the rules can as an uttermost consequence lead to the student activity being excluded from STA.

§ 6.2 Loan of equipment

The misuse of equipment lend from STA will lead to consequences for the student activities, as described in STA`s own equipment regulations.

§ 6.3 Activity report

Lacking or inadequate activity report could lead to that the application for means from the Student Union will not be considered, and can as an uttermost consequence lead to a case of exclusion.

§ 6.4 Meetings summoned by STA

If the student activity fail to attend meetings summoned by STA it could lead to that the application for means from the Student Union will not be considered, and can as an uttermost consequence lead to a case of exclusion.

§6.5 Continuity of members

If it is evident by the activity report that the student activity has less than 10 semester registered members over two periods the student activity itself must prepare a specific plan of how to increase the members. This plan must be handed in to STA.

§ 6.6 Extraordinary matters

If concerning aggravated causes the STA-board and the Student Parliament, in cooperation with the house boards are able to mulct stricter sanctions (including excluding and banning) of activities and persons than founded in the house regulations.

§ 7 Dissolution of a student activity


§ 7.1 General

Dissolution of a student activity must be administrated by STA in cooperation with the student activity.

§ 7.2 Financial matters

With dissolution of a student activity all existing means must be paid back to the fund for means from the Student Union, except when there are existing demands.

§ 7.3 Equipment

STA is responsible for redistributing the equipment as far as possible. Equipment that can not be redistributed must be sold and the money paid back to the fund for means from the Student Union. All other equipment will be dealt with by STA in cooperation with Samskipnaden i Agder.

Attachment 1

This document is meant as a help or tutoring in how an open meeting can be summoned and held. The attachment is not in any way a guideline on how to do it.

 

It is referred to § 2.2 – application that states: Before handing in the application the student activity must have summoned and held an open meeting for establishment. The open meeting is to be held at the campus where the student activity is established.

 

An open meeting must be open for all semester registered students at the University of Agder.

 

The student activity should summon to the open meeting at least 14 days before the meeting is to be held. The summons should contain the following:

 

a)      Who the summons is from

b)      The purpose of the meeting

c)      Place and time for the meeting

d)      Agenda for the meeting

 

 Ways of announcing the open meeting can be:

         

a)      Use posters on the university’s notice boards

b)      Use the university’s screens

c)      Give information on STA`s home page or the student activity’s own home page

 

Examples of matters that can be addressed at the open meeting:

 

a)      Constitution of the open meeting

b)      Election of a moderator

c)      Approve the summons

d)      Approve the regulations

e)      Election of the board of the student activity

 

At Campus Gimlemoen in Kristiansand there are two screens. One screen is Østsia responsible for and is placed in the cantina and one is the university responsible for and is placed in Vrimlehallen.

Attachment 2 - Timelines

 

1. Lacking of continuity of members

   

a)      The first activity report where the number of members is below 10:

The student activity is told by STA to increase the number of members

b)     The second activity report where the number of members is below 10:

The student activity must hand in a specific plan on how they plan to increase the number of members

c)      The third activity report where the number of  members is below 10:

STA will summon to an open meeting where the open meeting considers dissolution of the student activity

 

 

2. Lacking of handing in a activity report

 

a)      The first time a student activity does not hand in a activity report;

The student activity will be notified about the fact that the activity report is obligatory and if the next report is missing their application for means from the Student Union will not be treated by Fordelingsutvalget and Velferdstinget i Agder

b)      The second time a student activity does not hand in a activity report;

The student activity receive a written warning that states that if the next activity report is missing a case of excludement will be raised against the student activity

c)      The third time a student activity does not hand in a activity report:

STA will raise a case of excludement towards the student activity and this will be treated by the Student Parliament (SP)

 

 

3. Lacking of participation at meetings summoned by STA

 

a)      The first lacking of attendance at meetings summoned by STA;

The student activity will be notified about the fact that it is obligatory to attend meetings summoned by STA and if they do not attend the next meeting their application for means from the Student Union will not be treated by Fordelingsutvalget and Velferdstinget i Agder

b)     The second lacking of attendance at meetings summoned by STA ;

            The student activity receive a written warning that states that if they do not attend the

            next meeting a case of excludement will be raised against the student activity

c)      The third lacking of attendance at meetings summoned by STA;

STA will raise a case of excludement towards the student activity and this will be treated by the Student Parliament (SP)
